The funds were secured through Section 106 (S106) agreements—legal requirements that force developers to provide financial contributions for community infrastructure in exchange for planning approval.
According to council data, the money has been allocated to several high-pressure local services:
- Acton healthcare: £1.5 million helped relocate and refurbish Hillcrest Surgery, creating a modern building with more consulting rooms
- Greenford education: Almost £2.9 million expanded John Chiltern School, providing extra classrooms and specialist learning areas for special school places
- Southall youth services: £250,000 refurbished the Young Adult Centre (YAC), adding an indoor gym and sports court
- Borough-wide cycling: £600,000 was invested in major cycling schemes on Greenford Road and Uxbridge Road.
Looking ahead, the council is set to implement a new Community Infrastructure Levy (CIL) this March. This will run alongside S106 and is expected to raise several million pounds more annually for community facilities.
